22 Si, Ktuner with Phearable tune, PRL HVI intake, intercooler and charge pipes, 27WON downpipe, front pipe and full Remark exhaust. Every couple of days I'll have fluctuating boost when on moderate to full throttle. Boost will go up to 19-23 psi then drop, then come back. This is when I reset the actuator by unplugging it and resetting the position back to fully closed. Once reset it will go back to building and maintaining boost as it should.

I have no idea why this is happening, I have googled the issue but only see people asking how to adjust it. I have not adjusted the actuator nut at all (still stock turbo and stock actuator adjustment). I was wondering if anyone else has run across this issue or had any idea how or why it keeps losing it's positioning. I don't want to mess with adjusting the actuator unless it is necessary.

you sure it's not just pulling boost/timing due to heat soak?
I'm pretty sure that's not the issue. This isn't just cutting boost like it should. Let's say I try to do a pull in one gear(when the issue arises what gear I'm in doesn't matter, it'll do it in every gear), the boost will go up to say 19-23 like it should then pull back to 14ish then come back up to 19-23. If I stay in it it will eventually throw the code and go into limp mode and the day will Christmas tree (no boost, rev matching, cruise control etc.)

When this issue happens, I turn the car to the on position and unplug the actuator (this prevents the actuator from trying to reset itself to it's perviously learned position. This is also how you can adjust the actuator to the correct position if you have replaced the actuator) the Wastegate is partially open. When I manually close the wastegate, plug in the actuator and clear the code, it goes back to building boost like it should till the issue comes back, usually 2-4 days in between this.

Sounds like you need to change the tune and test or replace the actuator at this point. Unless you have a boost leak somewhere that isn't large enough to cause massive boost loss.

14 PSI is about what i get on the stock tune normally. i wonder if it's a tuning issue.

That's the thing, I've double checked everything including vacuum lines. I previously had a pinhole that was causing random boat issues, but this is acting completely different. And for it to go away once I reset the actuator i don't think it's due to a leak. I'm leaning more towards maybe the actuator is out of alignment or it's going bad. I'm just not sure how to test it

Switch the tune like we've said. If it goes away it's the tune. If not you probably need to replace the turbo as the wastegate and actuator do not come separately.
